The RTE, 2009 act states that the 25{95bad5d9ca4324ed2f29fbdd69347c14cd6bc60739896fef621b88135d39a486} of the available seats in the Govt. unaided (private) and non-minority schools will be reserved under this act for providing free studentship to children in the 6 – 14 age group belonging to economically deprived families (the status varies from state to state) and according to the constitutional act for caste reservation.
Though, the pioneers in this direction have been washing the eyes of the common people telling that the Govt. has guaranteed education for every child in the 6 – 14 age groups irrespective of caste, social and economic status people are getting a gradually clearer picture. The lottery system is failing to guarantee and establish the RTE act successfully.
However, the admissions currently took place in several states throughout the country show a different and vivid picture. In most of the states, the schools that meet the criteria of the RTE act have received applications for admission for the session 2018-19 much more than the RTE seats available there. There are schools where the situation has become critical as the number of application received is two or three times the seats available.
To get a clearer idea of how the lottery system works and its demerits you need to know how the admissions take place under the lottery system. All the applicants will get admission if the number is less than the seats available for the same. That barely happens. One will be confirmed only if the number of applications is less than the number of seats. Is it your fault? What happens is the number of applicants reaches twice the number of seats available for the same. Here plays the lottery system its role. The policy for the same differs from state to state such as “centralised draw”, “district-level draw” and “school-based draw”. The basics are the same. You won’t get the chance if you are not lucky enough.
This opportunity comes only at the nursery or the first-grade level and so the poor parents die for getting into this process for the child will get free education till the completion of his or her elementary level. On the other hand, he or she won’t be eligible anymore at an age of more than six. Isn’t it a threat to the child’s right to education??

Many parents are indulging in falsifying the age data just to avail the facility. They, the poor parents instead of the Govt. have sensed the importance of education for the better future of their children.
Isn’t there a way out?
Educationists opine that there are possible ways in order to deal with this challenge.
To implement the RTE act successfully and making it an act for compulsory education the seats available under RTE should be doubled or even tripled. Such a step would enable the intuitions to accommodate all the applicants for the same.
The minority institutions (currently don’t fall under the act) can be included in the RTE act as well. This would increase the chances to get admission for a poor child. Schools mostly in metros have been troubled with the overcrowding for the RTE seats. But the minority institutions are the winners of the game.
All students could be treated the same and govt. subsidies or scholarships could be provided for the poor students instead of introducing a quota of 25 percent of the available seats. Any student in need could then apply to any institute of his or her choice and the institution would then be compensated by the Govt.
